In 2022 Southern Tier West Regional Planning & Development Board received funding from the Appalachian Regional Commission's Area Development Program to support to help the region's youth thrive in place.
Youth participants (14-19) enroll in one of three career tracks: Advanced Manufacturing, Business & Entrepreneurship, and Health Care & Medical Wellness Services. After two orientation meetings at Jamestown Community College youth break into their career focused groups, regularly meeting to OBDC building in Olean and visit other areas throughout the year.

Partner organizations make the academies possible with in-kind donations of time, space, and expertise interacting with the youth. Our partners include NY Sustainable Agriculture Working Group, Cornell Cooperative Extension of Cattaraugus County, Cattaraugus Community Action, Olean General Hospital, Southern Tier Health Care Systems, St. Bonaventure University, Dream It Do It of WNY, Jamestown Community College, and Olean Business Development Corporation, along with other local businesses and area professionals.

- prepare youth for future employment and/or training in local industries/professions
- to have an opportunity to network with industry leaders and potential employers
- to place participating youth in a job or internship at program’s end.
- recruiting youth ages 14-19
- managing afterschool activities and meetings in 3 career tracks – Advanced Manufacturing, Business & Entrepreneurship, and Health & Medical Wellness
- eliminating barriers for students to participate in extracurricular activities
- Match students with a paid position or internship opportunity with local businesses during the summer
